Programs run under the heading of Land Management include Zoning, Environmental Health, Uniform Numbering System (addressing), County Surveyor and Land Records.

Zoning

The Land Management Office is responsible for code enforcement of state mandated zoning codes such as Shoreland/Wetland provisions, Floodplains provisions and Nonmetallic mining provisions as well as County adopted codes such as the Bluffland Zoning Code, Highway Setback code and Certified Survey Map Code.

In addition to Zoning Code enforcement, the Land Management Office is responsible for the enforcement of State mandated sanitary provisions which apply to "Private On-Site Waste Disposal System - Septic Systems" and also the administration of the "Wisconsin Fund Program" which is a rebate type grant program for the replacement of eligible failing septic systems.

Environmental Health Functions

Environmental health functions of the office include private water well sampling, responding to environmental health complaints (Ex: Improper disposal of animals, improper sewage disposal and dilapidated housing issues) and answering of environmental health questions by a State of Wisconsin Licensed Registered Sanitarian.

County Surveyor's Functions

As for County Surveyor's duties, Pepin County currently contracts on an hourly basis with Cedar Corporation of Menomonie, Wisconsin for county surveyor duties. County surveyor duties include improvement phase of the county section corner remonumentation program (restoring the historic section corners of the original survey of the county), maintenance phase of the remonumentation program (preserving existing section corners), maintenance of geodetic control (GPS) and duties listed under State Statutes 59.45, mostly which include functions such as recording private surveys done in the county, acting as an arbitrator on surveying conflicts between licensed surveyors working in the county, and answering general questions regarding surveying. It should be noted the county surveyor does not conduct private surveys of property for land owners as a function of the county. Parties should refer to the yellow pages for the area or can access the county's list of surveyors who commonly work in the county.

Land Records Functions

Land Records activities of the office function with monies received by the county under State Statutes and are allocated as specified in the Pepin County Land Records Modernization Plan. One of the best ways to explore the functions of the Land Record office is to review the Land Records Modernization Plan for the county. Some of the major activities the Land Records office has facilitated are as follows:

  • Coordination and partial funding of remonumentation of the Public Land Survey section corners throughout the county.
  • Creation of "Index Parcel Mapping" in the unincorporated areas of Pepin County.
  • Establishment of a county Geographic Information System (GIS) both in the Government Center and over the internet.
  • Modernization of county records pertaining to land and the ownership of land.
  • Establishment and maintenance of uniform numbering system (addressing) throughout the unincorporated areas of the county.
