2026 Comprehensive Plan Update
Pepin County has begun the process of updating the Comprehensive Plan – which is a long-range planning document that is designed to guide the physical, social, and economic development of unincorporated areas of Pepin County. The Comprehensive Plan helps provide Pepin County staff with decision-making guidance; it lets us know what the communities’ priorities are when ordinances are drafted in the future and might help the county secure grant funding.
The first phase of updating the plan involves public engagement. Public input is a vital part of the planning process and crucial to understanding community viewpoints that will influence goals, recommendations, and strategies within the plan. Pepin County has decided to collect public input via a community survey, which will be open through November 28, 2026. The survey is structured around the state’s required elements for Comprehensive Plans, which include the following topics: issues and opportunities, land use, housing, transportation, agriculture, natural and cultural resources, economic development, intergovernmental cooperation, and implementation. Information collected via the survey will also be utilized to update the County’s Farmland Preservation and Outdoor Recreation Plans.
As Pepin County updates the comprehensive plan, the background information related to each of the topic areas will be discussed at the Land Conservation & Planning meetings as specific agenda items and be utilized to develop goals, recommendations, and strategies for future implementation. Please feel free to submit written comments or attend meetings based on identified agenda topics as we continue working on updating the plan.
