What is PH?

Public Health is “the science and art of preventing disease, prolonging life, and promoting health through the organized efforts and informed choices of society, organizations, public and private communities, and Individuals.” -CEA Winslow

In practice, the definition of Public Health is flexible, adaptable, and can include many things. Over the years, the role of local health departments has shifted to address the community needs and priority areas. Projects, programs, and services change, but the foundation remains the same.

The Pepin County Health Department uses the foundational services framework which outlines the unique responsibilities of governmental public health and defines a minimum set of foundational capabilities and foundational areas that must be available in every community.

By adopting this framework, Pepin County ensures that it can effectively respond to public health emergencies, monitor, and address health disparities, and deliver essential public health services to the community.
