Monday through Thursday 8 a.m. to 5:00 p.m. and Friday 8:00 a.m. -11:30 a.m. (37.5 hours per week)

Position Objectives:

Serves under the supervision and assists the County Treasurer/Real Property Lister on overall duties and operation of the office required by law under State Statute 59.25 and 70.09 to perform various tasks requiring different levels of complexity for the Office of County Treasurer in accordance with the county ordinance, regulations, policies and local municipal rules. Performs  GIS duties under the direction of the Pepin County Treasurer. 

Duties and Responsibilities:

This list of duties is not to be construed as all-inclusive and may be modified as need requires. Special duty assignments will occur.

 

1.  Communicate with the general public, attorneys, realtors, title co. and other county employees. 

     Answer detailed questions by phone, in person, in writing or email in a professional manner. Help

     them understand the taxation process, property description and values.

2.  The ability to multi-task with interruptions.

3.  Assist in collecting receipts, recording all funds including funds from all County Offices,

     prepare daily bank deposits responsibly, accurately, and timely. 

4.  Review and reconcile monthly bank account statements, ACH deposits, and other items.        

5.  Assist in collecting second half taxes, including all delinquent taxes with interest and penalty.                                                                                                          

6.  Create reports, spreadsheets and assist the Treasurer in the complete taxation process including but

     not limited to balancing tax rolls, special charges and special assessments and tax settlements.

7. Assist in preparing material for Tax Deed Foreclosures including title searches, tax liens affidavits,

     judgments, sending certified legal notices and preparing legal notices for publication.

8.  Assist in notifying delinquent taxpayers of their status after first and second installment and after

     tax certificates.

9.  Maintain monthly balance sheets including delinquent tax totals and listing.

10.  Maintain parcel mapping and analyzing all recorded land documents from the Register of Deeds

      for assessment and taxation.

11. Collaborate with Zoning that mapping is up to date and correct on the county website.

12. Research property disagreements and using resources we have in our office and other sources

       such as the Register of Deeds Office and the County Surveyor. 

13.  Skill in interpreting maps and plats accurately.

14.  Perform data entry to change or correct Real Estate and Personal Property descriptions and parcels in

       the database; in order to maintain proper and correct records.

15.  Creating property splits, new parcels; assign parcel numbers, school district numbers and other               

       related information. 

16.  Update assessment changes electronically or manually that are prepared by assessors and run

       final totals and assessment rolls for municipalities, assessors, and the treasurer’s office. 

 

17.  Maintaining a good working relationship with the assessors and prepare forms for the assessors

       per state statutes.  

18.  Assist the local municipality treasurers with tax collection questions as needed. 

19.  Maintain lottery credit file, including new applications and deleting failed credits in according to

       state law.

20.  Maintain and enter new property addresses. 

Minimum Requirements:

PHYSICAL REQUIREMENTS:

Primarily sedentary position, includes but not limited to, sitting, standing, walking, bending, stooping,

Minimal lifting, and ability to hear, talk and view areas.


REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

 

1. Must have good communication skills and be tactful, courteous and dependable even under duress.

2. Must have accounting and cash management skills, thorough knowledge of modern office practices

    and procedures, 

    strong organizational skills, detail oriented and the ability to multitask, prioritize and manage work load.

3. Must have problem solving skills and knowledge of terminology used in taxation and property   descriptions

    background. 

4.  Must have knowledge of legal land descriptions, conveyances, parcel mapping and regulations pertaining  

     to such. 

5.  Must have computer technologies skills, along with knowledge of internet and email.

6.  Must have the ability to learn the county tax program and be proficient in Microsoft Word and Excel.

7.  High school diploma, Post-Secondary education or equivalent work related experience is highly

     desirable.

8.  Must be able to be bonded and pass a background check.

9.  Qualifying applicants are required to take a test.
